The ‘Power Within You’ and the ‘Circle of Healing’ programs are culturally specific services for the traditionally underserved, predominantly Black communities. The City of Dallas Domestic Violence Task Force Report (2020) counted family violence and domestic violence together as having the same value. According to the Dallas Domestic Violence Task Force Annual Report for 2017-2018, the latest domestic violence stats available, released there were 15,347 domestic violence-related calls in Dallas, Texas. There were 32 intimate partner homicides in 2014-2018. Of these homicides, 65% were African American, 10% were Latino and 16% were white. African American and Hispanic victims continue to be overrepresented as intimate partner homicide victims. Prior victimizations rose each year for victims, from an average of 0.2 in 2014-2015 to 0.8 in 2016-2017. Dallas County Adult Intimate Partner Violence Fatality Review Team (October 2017) reports that IPV fatalities occurred across 41 zip codes in Dallas County. Rates per zip code ranged from 0.4 to 6.8. South Dallas Fair Park had the highest rate of IPV fatalities at 6.8.  

Dallas County Adult Intimate Partner Violence Fatality Review Team (October 2017) states that “During the five-year duration of this report, African American women were 1.9x more likely to die due to IPV than white women and 3.9x more likely to die than Hispanic woman and 9x more likely to die than Asian women. African American women are also less likely than white women to use social services, and programs, or to go to the hospitals because of domestic violence. This is especially concerning for lethality risk because the use of social services, domestic violence programs, and screenings at hospitals are some of the primary ways that victims of IPV get help and, therefore, are significantly less likely to die at the hands of their intimate partner.” 

The Texas Council On Family Violence (2021) states Dallas County has the second highest number of Intimate Partner Homicides across Texas. Harris County is number one. In 2021 Dallas County had 22 IPV homicides, 22 women. Dallas County deaths increased by 10% from 21 deaths in 2020 to 23 deaths in 2021. 

Circle of Healing

The Circle of Healing offers community education, support, and advocacy for victims and survivors of intimate partner violence (IPV), dating violence, and sexual assault. The program is designed to equip churches and community organizations with the skills needed to recognize and address the barriers that prevent African-American victims from seeking and receiving the services they need. The skills provided will help with screening for intimate partner violence, safety planning, and making appropriate referrals to shelters and survivor counseling and support services.

Through the Circle of Healing program, survivors will receive mental health services that are provided to them within their community. Survivors will receive improved services across systems. Churches and organizations in their community will have a better understanding of the meaning, purpose, and need for culturally specific services.

    The Circle of Healing program provides social service organizations with education and technical support that enhances their ability to provide African American survivors and their families with services that consider history and acknowledge culture.

    The program also provides mental health services for survivors of Intimate Partner Violence living in the southern sector of Dallas and the target zip codes. Mental health services are focused on building healthy coping skills and mindfulness practices.

    Cultural awareness training and technical assistance for social service agencies and the faith-based community.

Power within You

The Power Within You program is designed to increase positive health outcomes, particularly mental health outcomes. This program is an extension of the program "Circle of Healing". The Power Within You will expand this program by providing mental health counseling and training that focuses on building and strengthening healthy coping skills, mindfulness practices that focus on stress reduction and stress management, and mental health awareness.

The Power Within You program will create opportunities for minority mothers to strengthen support systems through support groups and pre-natal and post-natal education that focuses on how to identify symptoms of mental health illness, specifically perinatal mood and anxiety disorders (PMAD), advocating for yourself, the communication of needs, improved self-care and support.
